Prince George's SPCA is one step closer to setting up a new animal centre but the facility is still years off, city council heard Monday.
Before it can start planning a move from its Lansdowne Road location to the proposed space on the Exhibition Grounds, that land has to be rezoned by the city.
On Monday it passed the public hearing stage and had unanimous support from councillors at third reading, though staff recommended final reading be held off until the property is consolidated from three lots into one.
Council heard construction is likely about three years away since the proposed land at 18th Avenue and Foothills Boulevard is owned by the Crown and the SPCA must fulfill certain conditions.
Ashley Elliott, community planner of L&M Engineering who spoke to the project, thanked council for its help during the "very long process."
For years, the SPCA has been getting complaints about its current "poorly located" home, which Elliott said needs to be modernized.
The present facility is "far from the public eye and a site on the Exhibition Grounds will offer high visibility and immediate proximity to well-known facilities.
In its report, city staff said an animal centre is "complementary to the uses already permitted" at the proposed spot, which houses several community groups like the Prince George Horse Society, Prince George Gymnastic Club and Prince George Soccer Clubs.
Elliott said an animal centre would be a natural fit in the Exhibition Park, because of existing animal related activities, adding it would be low impact and aesthetically pleasing - "unlike the old dog pounds of the past."
The SPCA is "keen to be good neighbours," she added, noting the non-profit has offered some of the land to neighbouring groups so that new trails can be constructed and would comply with a request to build in a buffer and plant trees.
The presentation showed potential designs, using Nanaimo and Maple Ridge buildings as examples of the sleek look and environmental approach it would like to mimic.
"It's exciting," said Coun. Garth Frizzell in voicing his support. "When we've had cause to bring animals in, we see the old place where it is and the comparison is stark."
"They do absolutely incredible work day in and day out working for those that can't speak for themselves," added Coun. Brian Skakun.
Council heard about seven people came to a public meeting in late April organized by the SPCA for user groups and nearby property owners. Some expressed concern for potential noise and smell, said staff.
Staff also noted the move would fit in the intent of the land's current designation as parks and open space - "to provide for open spaces, community gathering areas and enhance the overall livability of the City of Prince George" and also falls in line with the Exhibition Park Master Plan.
The area is made up of more than 60 hectares of parkland within the city, with facilities like the Kin arenas, CN Centre, Prince George Aquatic Centre, agricultural facilities and soccer fields.
Before it passes final approval, staff recommended a servicing brief be completed. That will deal with technical issues related to water supply, sanitary sewer collection, and storm drainage system designs.
