In response to the Winnipeg Free Press editorial reprinted in Wednesday's Citizen:
I wonder if we will ever see a bishop charged with failing to report the sexual abuse of a child.
Based on what has been made public so far, it appears that every bishop and archbishop in North America, at minimum, could be charged with this offense.
The recently published protocol says what a bishop should do, not what a bishop must do.
Should. gives them the option of not doing what the protocol says, and that is the option they have chosen.
