Who decides on paving?

I was curious as to who decides what roads get paved in Prince George. Did the Hart Highway really need to be resurfaced? True, some of the intersections did need to be done (Chevron, Austin Road and Chief Lake Road).

I was curious as to who decides what roads get paved in Prince George. Did the Hart Highway really need to be resurfaced? True, some of the intersections did need to be done (Chevron, Austin Road and Chief Lake Road). What blows my mind is the city spent millions of dollars on the Cameron Street project, but when they decided to resurface the Hart and all the intersections, including the merge lane from the Cameron Street bridge they neglected to resurface the section from the roundabout to the nice new merge lane.

I have lived on Old Summit Lake Road for six years and every year they do a section of our road. Nice to see it getting done, but wouldn't it make sense to do it all at once, instead of paying a contractor to move his equipment out there every year. Would there not be a cost savings. Maybe the taxpayers should have a say in which roads get paved.
