Who decides which streets get paved?

I am writing in regards to the article I read about our city coming in under budget on a road rehabilitation. No wonder we came in under budget Mr. Mayor, the city has clearly done a very poor job on selecting the proper parts of the town that need to be redone and what needs to be just patched.

When I saw the work commencing down Domano I thought "Ah, finally I don't need to nearly lose my truck in this goat trail anymore."

But to my dismay the city stopped at the CHP. They have decided to just patch parts of the rest. Which are clearly way worse than the section that they completely repaved from Save-on to the CHP. They redid all of the Hart Highway a huge section of Old Summit Lake Road but not College Heights (well to the CHP).

Does the city think that people don't go past the CHP, or do they think they all live before it?

I don't understand where the city gets its plans to repave and patch. Do I not pay enough taxes living here in College Heights to get the road paved where it needs?

Our city stinks and has some of the worst roads around B.C. Way to go at making it a better place to live and visit. If you have a missing person in your family check the potholes down Domano before calling the authorities, as you have a good chance of finding them in there.
