The person alleging Sandra Caffrey improperly handled personal information is Carlene Keddie.
City employee Keddie is the complainant in the case against Caffrey, one of the city's human resources managers. Crown counsel has taken the step of charging Caffrey under Section 30.4 of the Freedom of Information and Protection of Privacy Act, which regulates the information disallowed from disclosure by government official.
